On June 9, 2011, Gov. Robert Bentley signed into law Act 11-613, the ignition interlock bill (HB 361), and Act 11-621, the double minimum punishment bill (SB 67), both effective September 1, 2011. However, the implementation date for the ignition interlock act will not start until one year later, on September 1, 2012. Mr. Barclay has extensive experience as a litigator, beginning his legal career after graduation from the University of Alabama School of Law by serving as law clerk to The Honorable Robert S. With a true statewide practice, he continues to expand his client representation throughout Alabama as client needs dictate.
